Help with online paypal credit purchase

I recently purchased some merch (clothing) from an online shop based in the US and used paypal credit to pay for it. They sent the wrong colour and when I first emailed them about it they said they would send me a returns label but they didn't and after reaching out to them multiple times I've had no response.

My guess is they realised I was in the UK and thought nah the shipping is expensive or I would just let this go. If I make a complaint with paypal its their policy that I have to pay for return shipping which I shouldnt have to for their mistake. Or as its paypal credit should I try and file a section 75 claim against paypal? As that would I assume include the shipping and taxes
