Did my landlord break the law? Re: Noise Pollution and Hoarding of neighbor

Every apartment in my building has different owners. Some rent, some own.

A few weeks ago I reported a constant beeping noise coming from my neighbor. The agency came over and tried talking to the neighbor who happens to be an old man and a hoarder. He owns his place. I rent mine. My agency said that there is nothing that they could do about the beeping and just to ignore it. His place is at the end and mine is beside his. No one above him, just below. It was the tenant below who made the Golden Week call. After seeing how messy his place is they have said that they are just going to move and just block the noise until they can.

I am scared that the beeping indicates that an important battery needs to be changed. I already changed all of my batteries a few weeks ago just in case it was one of mine.

I can ignore it at night by head phones and a white noise machine.

I mainly work from home. Ignoring while on business calls is impossible since the microphone picks it up. I have tried different locations and angles and devices and nothing works.

Over Golden Week the beeping became a long tone. Now it is constant. One of the other neighbors complained so my agency came into my place without my permission and without notice. They left my patio door open once they left. I feel like they violated my privacy and security especially since they had already determined that the noise was not coming from my place a few weeks ago. Also my property could have been damaged if it had rained heavily with the window open.

When they realized it was really coming from the older guy next door they said shoganai and gave up.

The long tone continues.

I feel like this is a safety hazard.

Any advice how I can fix this?

Also any office space or spare apartment to rent in Tokyo, Kanagawa, Chiba, or Saitama?

I really can not afford to move right now since the core of my business economy has crashed. Most of my customer base has dried up in this economy. This is why I really want to focus hard on the business that I have left. Nor do I want to move since my place is great usually. I am considering it though.
