Vito was under the impression that Joe had died so obviously he would have never went looking for him. Joe without a doubt knew vito was still alive. He became Leo's driver and was still well aware of the players in the surrounding areas. He had to have known vito was still making moves in the city and never came looking also vito took over marcanos casino and still lives there. That makes vito an even bigger deal and name to know. The only thing I could think is maybe Leo made a deal with Joe that he could never speak to vito again? Idk I'd love other mafia fans input.
