The condition to gain the stacking damage bonus for Crown of Lucion is that the skill must have a resource cost. Storm Shepherd's removes the need to manage resources by no longer requiring Spirit to cast, but does that ultimately remove the resource cost from a skill? I'm thinking technically core skills still have a resource cost, but it gets ignored by Storm Shepherd's and you gain the Crown of Lucion bonus for free. I might be coping, but curious what people think.
