If I had a LH surge today, is tomorrow(wednesday) 1 dpo? Or would the following day be 1 dpo?

At what point does having cats living under your house become a health hazard to your neighbors?
I share a driveway with less than pleasant neighbors. They have at least 6 cats living UNDER their house and garage. The cats constantly do-it in my driveway, pee on our outdoor furniture, and it constantly smells lile cat piss the second i go out back.
What are my options?? I really dont want them to hate me. Because ive had neighbors that hate me before and it made living there miserable! Help!! I live in Ohio
