Passed recruiter screen for Siemens Energy Junior role (3 YOE). Status: "Hiring Manager" for 2 weeks. Help?

Hi everyone, I'm looking for some insight from anyone who has gone through the Siemens Energy hiring process (specifically for Junior Engineer roles).
The Timeline:
• April 14: Applied for a Junior position.
• April 27: Got a call from a recruiter. It was a 10-minute phone call with covering my experience, notice period, and salary expectations.
• The Result: She said she liked my profile and would send it to the Hiring Manager. Also mentioned its now upto the hiring manager when it come to invite you to interview or not?
• Status Change: Immediately after the call, my portal status changed from 'In Process: Recruiter' to 'In Process: Hiring Manager.'

The Problem:
It has been exactly 14 days (2 weeks) since that call, and I haven't heard a word. I have 3 years of direct experience in this field, and my skills match the job description about 95%. The initial call felt very positive and the recruiter seemed impressed with my background.

My Question:
With 3 years of experience and a 95% match, is it normal for Siemens to leave a candidate in 'Hiring Manager' status for this long? Does the fact that the status hasn't changed mean I'm still being considered, or am I likely being 'ghosted' while they interview others? And is this slow paced moving in application normal with siemens energy?
