The UTD Comet scholar transfer section of the comet scholar info website says to be eligible you should be an incoming freshman or transfer from a community college, does this also apply to transferring from a four-year institution like UT Arlington?

Website for maverick scholarship says this in order to stay eligible:

• Complete 30 UTA credit hours per year.
• Maintain a minimum, cumulative UTA GPA of 3.0.

Does this mean to stay eligible for maverick scholarship I need to earn 30 credit hours ONLY at UTA and that dual credit hours or ap credit already completed dont count towards it? Same question for guarenteed tuiton rebates if you choose that tuition plan, because it says: Earn 30 credit hours toward your degree not 30 UTA credit hours. People who have dealt with both these processes before please clarify, thank you.
