I swear I have never seen this dialogue before. Was going back to Vernworth from Checkpoint Rest Town via oxcart and run towards Pawn Guild when I noticed the prompt to talk to this guy hiding behind aqueduct pillar near the entrance and for whatever reason decided to hail him bcs why not :p
The camera pans, like it's some important dialogue that'll start a quest, and this guy just start talking about how goblins recently began jumping into oxcart and how one of his friend got attacked by goblins, belongings looted and yadda yadda. No quest started though.
Tried checking my other two accounts and the guy wasn't there. One of my accounts had already talked to Brant at Stardrop inn, but the other one hasn't (just like this account). Dunno what exactly triggered this conversation or what limited it (like if the guy wouldn't be there anymore past certain point or something).
Anyone talked to this guy before? Name's Roland, probably.
