New Patient Same Day via Phone Call

I went to DocMJ (I know, I wish I found this sub earlier) and they looked at the medical records for my traumatic brain injury and said it was not sufficient for a card without a specific diagnosis for anxiety and PTSD. They offered me one of their partner doctors to diagnose me, but at this point I just have a bad taste in my mouth. It took them over 2 weeks to get back to me, and I feel like the $75 partner doctor is a money grab. I get my money back if I don't proceed, so I'm looking elsewhere.

I found a doctor that said after 15 minutes on the phone, I'll be put into the state system and can go to a dispensary the same day if approved. I would just need to meet in-office within 2 weeks for a follow up with the doc. They also can diagnose themselves, so no additional appointments required.

My question is: I thought in person was needed before they could offer any MMJ card or certificate. Is this a loophole, an exception to the rule, or am I not understanding the process?
