Offered to pay a resume consultant after screening - Is this commun?

Hi,

I was recently contacted by Cigna healthcare for a job (I am not looking for a job but the salary got me curious) after sending my CV (very outdated tbh) they offered to put me in contact with a consultant (it costs from 70$ to 300$ to review your CV with them). I am not looking for a job, I do not want to pay for a consultant. I updated my resume by now and it does look decent, they are saying they do really find my profile great but would still want me to go through that consultant.

Someone had the same experience?

It seems strange to me...
