There’s a misconception that a toner does not ‘damage’ hair. That word is over used, all hair is damaged by color PERIOD. If it needs to be activated with hydrogen peroxide it is a chemical reaction. They work by lifting the cuticle to push color molecules within the hair strand. If you’re worried about damage, Demi perms can be much less damaging to the hair than permanent. But the only true way to mitigate any ‘damage’ is a semi permanent.
