What is this T shape in each headlight?

Son purchased a 2019 Corolla hatchback. Water was in the one of the door. I see three drain holes plugged with what you see. All plugs in all four doors were not removed. Only none door had water which is odd. So, I assume these plug covers should have been removed but never were.
