For the past month spectrum has been going out for 5 hours daily in nyc. The worst part is that Verizon solicitors having been coming and stating that spectrum is unreliable lol, but it’s actually unacceptable what’s going on

Hi everyone, I'm looking for some advice on my 2020 Toyota RAV4 (103k miles).
For the past few weeks, I noticed my Auto Start-Stop feature stopped working (the engine wouldn't turn off at red lights anymore). Then, the car started having a hard time cranking. Now, it won't turn on at all, and I have both the Battery Light and Check Engine Light on the dash.
I actually had a state inspection at a shop 4 days ago where they marked the battery "Passed," but the report has a "10" written next to the battery health. If that means 10 volts, isn't that actually a failing battery?
Is it safe to assume I just need a new battery (specifically an AGM one for the Start-Stop), or could this be the alternator? I’m planning to jump it and take it back to the shop, but I want to know if I should push for a free replacement/re-test since they missed this 4 days ago. Thanks!
