Overseeding advice - thin blades

I've been struggling to thicken my front lawn (part sun/shade) for the last couple of years. I overseedeed 3 weeks ago with Scott overseeding mix. Germination was consistent but the new blades appear very thin and fragile. I'm not sure if this is due to lack of light, overwatering, or compacted soil. New blades look much healthier in former bare spots (where I was able to add more lawn soil prior to seeding). Do you think I should mow now so the new blades receive more light/oxygen or wait until the roots are more established? Thank you!
