PGE Smart Charging Program

I received an email from PGE about their smart charging program and getting a level 2 charger. Once I applied and gave them the required information I was quoted about 400 out of pocket due to the rebate(s).

I’m about to take the plunge but wanted to know if anyone who has done this, did you have to pay the full price out of pocket and then get laid back by PGE for what they cover, or is it paid after rebates are applied?

I spoke with the electrician that was referred to me by PGE and he wasn’t sure since he said all customers pay PGE directly and not to him.
