The excuse that "Goku was caught off guard" is not a good justification
Goku Glazzers use the argument that he was caught off guard to justify that pathetic scene in ROF
But in Dragon Ball we've already seen that when the power difference is large, being caught off guard or not makes no difference
Vegeta was caught by surprise by Cui on Namek, and suffered no damage
Vegeta had 24,000 power level and Cui had 18,000, a difference of only 1.3%
Now imagine the distance between Goku Blue and the laser
