I remember one scene from the movie, it was like a cop got tips that apartment had gunshots, so he went and investigated, he saw a lot of bodies, but then he saw the killer, finishing killing the last guy, but he lets him go cause he knew the killer was doing it out of a good cause, what is it?

They have like audios of gunshots so the coworker or friend questioned the cop who investigated, he later I admitted that he let him go?? Something like that
