Trying to understand customs duty invoice

Redacted invoice is attached. I ordered some PCBs from PCBWay (China), sent to the USA (total order value before shipping was $35.65). Normally I have them shipped DDP, and the duty is as expected based on whatever the tariff rates are at the time. Obviously the $17.50 DHL fee is not cool (but that's my fault for not doing DDP or dealing with clearance myself), but what about the $16.89 'IMPORT EXPORT DUTIES"? Looking at the itemization, it looks like the duty should have been $0.29? What am I missing?
