Any recs on how to remove rusted out screws?

Tried flathead screwdriver, pliers, and of course barehanded. No luck. 🤷🏻‍♂️

EDIT - getting a vise grip asap!

First picture is under the fixture, second is from above. Tried pushing the fixture up & twisting, no luck.

Never thought I’d be asking for help changing a damn lightbulb but here I am 😅😭
