It appears to me that the insurance business seems to want it cake and eat it as well

I insure 4 vehicles, I have to declare NCB on each vehicle separately, I can't use the same NCB on more than one vehicle. BUT, should I make a claim on one vehicle my NCB is affected on all policies.

Is this fair?
