First off PvP is fine, nothing wrong with doing it, players should not be upset when other teams actively try to kill them.
However you do want to encourage people to interact with the map so that the only thing to do isn't immediately vacate the PoI you are in to sprint for other teams.
A maps like Cryo and Outpost are considered so good because they both already do this. Cryo keys and Pinwheel offer access to the one thing most players need...gold materials and loot. Which makes interacting with the maps usually most players primary focus and they PvP as they hit people.
Perimeter and Dire however don't really have anything most players would want to interact with until mid match where maybe a sample spawns, or high value opportunity spawns etc.
This drags everyone on those 2 maps that are supposed to be the more "beginner friendly maps" into a PvP fest the first 5-10 minutes of every match.
Solution? Give players more reason to loot their PoI on these maps and I feel like the way to do that is simply give containers a tiny small chance to spawn gold salvage. If they did every PoI in the game becomes must loot for all but your top .1% of players who are done with the game at this point in the season.
But for the first 2 months of any season it would serve to slow most teams down just a little bit which makes the play experience better...also teams less capable of farming cryo or outpost now can focus on looting lower tier maps to unlock their vendors...finally it's just an added bonus for Rooks running around....everyone wins and all it takes is a chance for yellow salvage to spawn in containers.
Before you go some players won't do this and just rush etc etc...yes of course it will still happen but I think the frequency goes down significantly if fully looting say 1 in 10 PoIs produces a yellow salvage item on average (or something like that).
