Can an Interdiction Cadre unit be placed with the first model exactly 5" from the enemy, so that it will successfully charge on a 5+ charge roll?

Interdiction Cadres says the first model is placed "at least 5" away from any enemy model", which would allow placement at exactly 5". The rule starts talking about placing the remaining models. The next sentence says "No models may be placed with 5" of an enemy model - it's not clear if that refers to only the subsequent models or else it seems to be contradiction the range limit on the first model.
