So i have a question about necropotence and bolas citadel since i have gotten different answers.

I have both cards on the battlefield. I look at my top card with bolas citadel. Am i able to discard any land cards i hit with necropotence?

Am i able to draw my whole deck? ( if i have infinte lives)
