Looking to get a first bike, hoping to get some advice on pricing.

thinking about getting a 2007 or newer gen cbr600rr in the nyc area, most listening within 100miles radius is around 5-7k for a 2007-10 with around 10-20k miles.

4k is my max budget, would i be dick to offer around 3.7k for 5k listing? Gonna be my first time buying a vehicle off marketplace, so idk what % of asking is fair
