Do I have options other than a lower bleph?

Do I have options other than a lower bleph?

My injector tried using botox to smooth the under eye area but it just created a funny looking smile. (See bottom picture / from 2 years ago).
She said I’m not a good candidate for filler (tbh I’m not sure I’m comfortable either).
Would I be a good candidate for a bleph?
What other options do I have? A lot of excess and thin skin around the eye.
The thing is that at rest, I don’t have obvious under eye sagging. It’s only when smiling.
But it’s getting pretty bad and making me self-conscious

Hi - first time posting here. Hope I’m doing this right.

Skin type:
very dry, eczema-prone, some ruddiness (no rosacea), clogged pores / sebaceous filaments (almost no history of acne)

Targeting:
signs of aging (sun spots & collagen) while aiming to keep barrier healthy

History:
long history of unprotected sun exposure (teens and 20’s), introduced tret ~2 years ago - tolerate well (but not entirely sure it’s doing all that much?), only introduced vit c/anti-oxidant very recently. Not well tolerated in the past but this reversa one seems to be going ok

Minor work:
some microneedling - did almost nothing, clear and brilliant, Fraxel.
Botox a few times a year because I have a hook-up for at-cost.
NOT a lot of $ to invest sadly

Current:
I know current routine needs tweaks (in photo but can write out if I need to). Because emphasis has been HEAVILY placed on barrier, I’m now seeing texture become an issue (hard to see in my photo but I can FEEL it!!).

Question:
How would you introduce exfoliation into a routine like this?
Type (AHA/BHA/PHA/enzymes?)
What would you remove or adjust to make room for it?
