Hi, I believe that Punk Records will attach itself to the top of Elbaph's giant tree, and then Vegapunk will be safe on Elbaph, protected by the Giants, and all allies to the Straw Hats.
This fits perfectly with Elbaph being a reincarnation of Ohara, and will be another great thing to connect Saul and Robin together.
Also, with Elbaph being more open to things like the Walrus School; I can definitely see Elbaph being welcoming to everyone, and Elbaph can have a futuristic Egghead 2.0 at the top of the tree, while keeping their Elbaphian roots as we go down the tree.
Also, with Punk Records, the top of Elbaph will be a perfect place for them to be able to reach as many people as possible.
It will be a big middle finger to the world government, showing that Ohara's sacrifice only led to Elbaph being the one to take the torch on their behalf.
