Something I've been wondering about The Search

If Ursa didn't write the letter saying Ikem is Zuko's son. Would've Ozai still treat Zuko with disdain and as if he's a stranger to him? Would Zuko have still gotten his burned scar, even if Ozai didn't treat as if he weren't his son?
