I have the meter at 100%, but can't figure out how to activate it. Trying to use google anymore is only good for getting pissed off trying to find something useful among all the AI generated nonsense and unrelated results, and the only thing I have been able to pull from it is turning a lord into a chaos lord which seems to be a separate thing from vassalizing. But when opening the diplomacy window, offering vassalization has like -75 acceptance and I can only threaten which also seems like it isn't what the cult is supposed to do.
