I have a 2007 saab 9-7x which is just a rebadged trailblazer. What is this circle for and why does it keep buzzing. It sounds like a small fan that’s must be hitting something

I had a shop vacuum plugged into a wall with one of the functions accidentally left one. A week or so later it caught on fire. The machine melted but the cord was fine all the way up to the outlet. Breaker got tripped but the outlet looked clean. What could happen if I flip the breaker and test the outlets. I’m worried about a fire starting in the walls or something
