What paints are you planning on/recommend using for the translucent plastics (such as Zealot psi blades or Marine gunfire)?

I'm very new to the miniatures hobby and haven't worked with traditional art in a while. I've read about washes, which seems like the ideal, but they seem to go by different names and I'm unclear on the meaning/differences.
