How do you make theocratic vassals?

Good afternoon,

It's been awhile since I've last played but I've come back in to do the "Mother of us All achievement", and so i become an adventurer, went north to get norse MAA, and conquered Mali for the 2 gold mines and reformed ghe Bidiac faith for lay clergy and made me head of faith.

I remember being able to make theocratic vassals before and stacking things such as "Desert Ribats" and "Sorcerous Metallurgy" ​to make my vassals act as strong prowess knights, but I can't seem to remember how I did it before.

Do I have to be theocratic? Did I goof it up? Or was the way it worked before unintentional and it got patched since then?
