Advice needed - to repot or not?

Over winter, my calathea put up 4 new leaves - two survived and two died back quite quickly (second photo). I thought it was weird that it was putting up new growth in winter so didn’t think much of it when they died, and thought I should wait for spring and more consistent light/warmth before doing anything anyway.

Well, spring is here and I’m not sure what to do. The soil isn’t looking in great shape - it’s draining/drying out pretty quickly and is a bit hydrophobic/crusty on top - not how it used to be. Photo 3 is the soil after watering. But I only repotted last year, and there’s no obvious signs that it needs repotting beyond the soil quality and whatever happened in winter to those two leaves.

Should I fertilise? Replace soil? Leave alone?

I know generally with calatheas leaving them alone is best but I don’t want that to lead me to neglect it by accident! Advice appreciated!
