Considering that they are not your typical/average small PMCs because they are a mid-level PMCs oriented towards Aerial Warfare with supporting ground, logistics, and Electronic Warfare units. Unlike most other mercenary units of its size, Sicario's turnover rate was incredibly low, perhaps owing to its veterancy.

They must have some kind of hierarchy/rank structure after Kaiser became the leader that allows them to operate with discipline and order.

I mean even with Monarch and Galaxy's help, it still impressive that their Mechanize Airborne Infantry Unit, Khan and Mobster Element manage to capture Rowsdower Airbase and lay waste to the heavily fortified Solana Communication Array without having a single casualty at all.

There are 3 reddit post that I found that could help you in this matter:

I am bored and the type of post that excites me in this sub is discussion post that discuss about the lore and world building which is rare, so I decided to make this post for fun.

From a quick research turns out there's a lot of kind of law and psychology expert that PMCs hire. Too bad that I'm too lazy and tired to copy and paste it here.
