What changed with the 20% rule?

A new circular states that universities can validate a number of pre-registrations equivalent to the number of places reserved for international students, with a margin of 20% more.

If a university has 100 places for international students who need a visa, it can validate up to 120 pre-registrations.

But note: this does not mean that the university has gained 20 new places.

Nor does it mean that the first 120 people who submit their pre-registration will be automatically admitted.

The university will validate those who truly meet the requirements of the process: those who were accepted into the course, passed the selection process (if applicable), submitted the correct documentation, and strictly followed the university's instructions.

Why is there this margin?

Because not every student who is accepted and has their pre-registration validated reaches the final enrollment stage.

Some may have their visa denied. Others may withdraw. Others may not be able to submit all the required documents. So, this 20% margin is to ensure the university isn't paralyzed if some students don't complete the process.

It's a safety margin for the university. It's not a race.

The circular also changed the reference value for financial proof for the study visa. The value has increased to: €10,179.85 for the first year of stay in Italy.

However, this value does not mean that the student needs to prove all years of the course at once. The logic remains the same: proof for the first year of stay in Italy. There is the Italian national rule, but there is also the way each consulate applies this rule in practice.

Even so, since this year's increase was significant, the recommendation is simple: prepare yourself considering the new value, but wait to find out which documents will be required. Today, each consulate/embassy has a different procedure.

I've noticed that one of the main questions students have right now is, "Can I pre-register on Universitaly now and change my course/university later?" And the answer is: YES, you can!

I did this last year, so if you already have acceptance from a university and are afraid of losing that spot but are still waiting for other universities that are higher in your preference ranking, know that you can pre-register on Universitaly now for the course/university that has already been accepted. That university will analyze your request and give a positive or negative response. If in the meantime you receive other acceptances, you can contact the university that placed you on Universitaly and ask them to reject/decline your PREVIOUS request (even after it has already been accepted). Then the Universitaly portal reopens for you to make a new application.

But pay attention to the main point: check the university's deadline for pre-registration!!!! If you ask the university to reject/decline your application, they will do so and then won't reverse it; your spot there is lost. So make sure that the other university you're applying to and were waiting for a response from is still accepting pre-registrations on Universityaly (BELIEVE IT OR NOT, THERE ARE UNIVERSITIES THAT ACCEPT YOU IN THEIR INTERNAL SELECTION PROCESSES EVEN AFTER THEIR OWN DEADLINE ON UNIVERSITALY HAS ALREADY PASSED!!! It's crazy, but it happened to me!!!)

Besides, many universities take too long to give pre-acceptance in internal selections and ask you to register within their Universitaly deadline while still waiting for their reply. It's unfair, I know, but that's how it is, a leap of faith.
