I have a 2019 MacBook Pro and I have my whole photo collection that will not download no matter what. It’s a couple hundred gigs and it just stay stuck in photos app saying downloading 20k photos and gives me an option to pause or resume. But it never downloads the whole library. I look in photos in the finder and it lays like 15 gigs. I’ve reset the MacBook erased everything and restored several times. I even went to terminal and stopped.
