What are the adverse effects of going outside before the 15 minute waiting period after applying sunscreen?

Does it make your skin more prone to hyperpigmentation? Is the sunscreen just not as effective? Many times I may rush to get somewhere after applying the sunscreen 5 minutes prior. I just wanted to know if someone knew the actual reasons behind the wait time
