so instagram claims to of removed a restriction from my account so i SHOULD be able to follow people, but i can’t, what do i have to do?

Will following too many people result in a ban? i already had a “new”
account and followed 200+ people in 3 days resulting in me getting banned, is it because of this or instagram catching on that it’s me?
