Does it matter that I’m 17 if he asks before sending intimate photos?

Long story, I (F17, going on 18) met this guy online (M25, going on 26) and our first encounter was friendly that slowly devolved into something of a more sexual nature. But I never really declined it and I partook in it so like it’s not like he knew that wasn’t what I was going for, so like.. I feel like I don’t really have anything here. That one is on me. He’s aware I’m 17 as well, as I have yet to graduate high school.
We’ve talked on and off, and it’s really nice when he’s just friendly, but I get the feeling he wants a different kind of relationship and will ask if he can send dick pictures before doing so. I try to kinda just ignore it and keep talking about what we were before. I generally have an indifferent “do whatever you want man” attitude but like.. he shouldn’t be doing that, right? Like that isn’t cool, right?? But also, I’m not directly saying no and he at least asks beforehand??
I’m just confused I guess. I don’t get this kind of attention and he’s really nice, but I know I would get burned at the stake for this kinda stuff and it doesn’t feel like it should be happening. Plus, I know I’m at fault since I never said no and it probably could be argued I’m leading him on. I feel like shit for that and that doubly makes me want to say nothing. He also has offered to pay for me to fly to him when I turn 18 so we could, quoting a Nine Inch Nails cover; Get Down Make Love. However, that has only ever been said verbally and I don’t have text evidence. Idk i just need help cus I can’t tell anyone else without getting (probably rightfully) crucified or called a fucking idiot.
