Basically, give it a reverse Wolverine mechanic. The lower base health the hit target has, the more damage it does upon hit. The higher base health the target has, the lesser damage it does

He can basically 2-3 shot the tanks for some reason and it's just miserable to play as on the Avengers team, especially since you got no healers and living off crumbs from health packs
