Buying this for 35k, is it a good deal?

So recently, I’ve been looking at buying a high horsepower rear wheel drive muscle car, so my eyes landed on this 2018 Dodge charger SRT hellcat with 71k miles and a branded title due to rear end damage. I negotiated the price down to 35k otd cash from what they were asking. I was just wondering if this is a good deal before I finalize the purchase. I don’t wanna spend a whole lot of money on a muscle car so my budget is around 40k , I also do not want a car payment so it can’t be too far from that number. The problem I found with this car is that it has a strong weed smell so I was wondering, was the car ever been abused before, there’s also some paint damage on the right rear side, but it seem to run great , engine seems good transmission seems good. This would just be a fun summer car. I have a different car for the winter since I live in New England. I am a 21M, and I also wanted to ask how likely are the police to pull you over when you’re driving a car like this with a loud exhaust and tinted windows.
