What order should a high earner ($300k+) prioritize retirement accounts if they expect to retire early and have a lower retirement income than they had while working?

If you assumed that you would retire at 45, and live off 150k a year in retirement, how should i contribute to 401k vs Traditional ira vs roth vs hsa vs taxable brokerage.

There are so many different rules about income phaseouts and contribution limits and different tax treatments for each that it is hard for me to figure out what is right.

Normally individual investors can't do in-kind exchanges of stocks/bonds without triggering capital gains, but many etfs are able to this.

Is there anything preventing a billionaire/UHNW person from starting their own ETF with the target allocation they want for their portfolio and rebalance/buy/sell inside the etf to avoid the taxes they would normally incurr from doing so?
