Swiss Government Excellence Scholarship: Do Referees Have to Be Affiliated with Universities?

Does someone here know about the Swiss Government Excellence Scholarship?
I'm preparing my PhD application this year and already have a confirmed Swiss supervisor. I have a question about the two confidential letters of recommendation required (in addition to the letter of acceptance from the supervisor).
For the past four years, I’ve been working as a research assistant in a project led by an international research institution, alongside experts in the field of my intended PhD. We are also preparing joint scientific publications together, and they are willing to provide strong recommendations. However, I noticed that Swiss Government Excellence Scholarship seems to expect letters from people affiliated with academic institutions. Does this mean I cannot submit letters from researchers at international research institutions, even though they are well‑published and recognized in the field?
I hope someone here can help me find an answer.
