6 players total, I’ll order them A through F. On the initial deal, player C was dealt a Freeze card and froze player B. Then player E was dealt a Freeze card. Can player E freeze player C? Is player C considered an active player even though they do not have any cards in front of them?

We already read the rule about an active player being anyone who hasn’t busted or decided to stay, but there was an argument that if the deal were to get back around to player C, they wouldn’t even have the ability to bust or decide to stay, so it’s like the initial deal hadn’t happened for them yet.
