Buying these used. The lady thinks these are the mounting brackets for a 2010 CRV. Anyone know?

Bought this recently. Where the spare tire sits was about 6 inches of water. Tried to recreate with hose. Nothing. Then this picture is after a few hours of heavy rain It may be coming in where the seam sealer is in circle. Its dry where x is.

Thoughts as to why / how heavy rain would enter via that seam?

Is it possible to suction this dent being that close to crease or gently work it from inside the panel? Old CRV but open to trying. Thanks
