Has anyone here used the Hagan Scholarship while living completely off campus in their own apartment (not university housing)?

I’m trying to understand how the room & board portion works. If your school includes off-campus housing in the COA, does Hagan basically reimburse/refund that amount to you after tuition is paid, so you can use it toward rent?

I know they don’t directly pay landlords, but I’m confused about how eligibility for non-campus housing actually works in practice.
