I'm sending a package to China. Is EMS shipping the default used by Australia Post? Or do i have to specify it? If i have to specify, how would i do that?

Ive read good things about Victron Blue chargers. The 15A suitable for charging 12V lithium is around $200. Kickass do a 22A charger for $150. Would one be more reliable/rugged over the other? Any other suggestions for a mains charger under $200?
