When an individual makes a conscious decision to return to drinking why tell them they'll be back rather than genuinely wishing them the best?

Isn't the entire purpose of AA to find a way to be happy and content? Why not wish them good luck and to touch base if they need anything? Or just to stay in touch? It feels like there is a subconscious or even overt desire for individuals to fail in life and return to the system even worse off that they were before. Is that incorrect?
