Also yes this is definetly the "bug" that you may have heard of back when this hyper released a whole year ago, where it charged a shitload of the hyper since it had a 2.5 charge rate. Figured that since it has been such a long time and no one really mentions this anymore, neither has it been fixed, so i think this could be classified as tech or a "nice thing to know" type of thing, while also serving as kind of a reminder to people that this exists.
The reason why this happens is because the hyper ability charges 100% of Sam's super upon hitting an enemy, so when the hyper duration ends it allows the super to charge 1 super worth of hyper (in this case it's 25%).
This can definetly be useful in a real game where it obviously would help with cycling another hyper. If you manage to hit 2 people with this, it charges 50% of your next hypercharge, making it so that you only need 2 supers to charge another hyper.
