I am painting laminate furniture (ikea) and my Zissner BIN primer is flaking off of the laminate. I have ended up stripping it down with a razor edge, sanding, and then priming again, but it is still chipping off.

Any advice? Admittedly, this is my first time with a painting project, but I'm going crazy!
