I watched this movie in my teens (mid 90's) but don't have a clue what the title is. What I remembered was the following:
A Japanese American detective or agent who was responsible in protecting this Japanese Lady (she was dressed ceremonial clothes and white makeup) but she dies when one of the bad guys snapped her neck. This was at the beginning of the movie.
There is this one bad guy with bleached blond hair like Ric Flair and his eyes have a light purple tint where normally they're white. The guy also has a technique that causes near to instant death (used 2 fingers to hit a pressure point and glowing pulse goes through the fingers) this move killed the main hero's partner in the first act.
The Main protagonist's superior was angrily disappointed in him blaming his non-Japanese side.
